]If not the same I'd presume that the tech-c is the person who actually
]knows how to get stuff done while the admin-c is the manager type person
]who tells said tech-c to actually get stuff done once they've finished

I would interpret the zone-c as the person who pays the bill, and the
admin-c as the person who implements and looks after the DNS.
