i had the same problem
Kenn said it was to do with encrypted passwords, and he is exactly right (NT sp3 and 98 encrypt by default).
set the samba server to use encrypted passwords,
also use smbpasswd (hope that is the right name, but approx right anyway) utility to establish a samba file of encrypted passwords (encrypted espc. for win). that bit had me caught for a good while.
