a few alpha boards use ATX PSU's but don't provide the 'power-on' signal,
and there's a workaround for it, iirc you can wire the ATX power-on line
to the ATX GND and it will be 'always-on' (or something similar)
check on alphalinux.org for PC164 to see what the exact solution is.
