If you want a domain name these places might be the best (considering with
joker.com you can get one for 10 quid nowadays this mightn't be a bad idea)
http://www.digitalspace.net .. very reasonable hosting with good range of
features.
http://www.skynetweb.com much the same  and fairly reasonable.

I have never used skynetweb but what I can about digitalspace is that
everything they say about the place is true. It was about year ago when I
used them last, and when I was using them there was a lot of unexpected
downtime. At the time this was put down to upgrades etc. but I hope this
problem has been resolved (asking someone who is currently with them mightn't
be a bad idea).

If you're just wanting a site with CGI abilities enabled then just getting a
fairly cheap shell account with webspace might be the best idea. There's loads
of places around that do them.

http://www.darklite.com is an Irish based company that might also do what
you're looking for, you're paying in punt remember and it's Irish.
