2.2 has the 'shaper' device. But i doubt it's fine-grained enough to only
be applied to ftp. 2.3 has a lot more interesting stuff in it for this
kind of thing, check out the HOWTO's ({ip,route,iptables}-HOWTO??).

but the quickest hack is to set IPv4 TOS's using ipchains. (see the
ipchains-HOWTO or README in /usr/doc/ipchains*)
