Are you POSITIVE that's the right major and minor numbers for your cdrom ?
Major and minor numbers are in the kernel tree Documentation/devices.txt afaik
Cdrom on a debian box major number 11 and minor number of 0 just in case that
helps (/dev/scd0) ...
