Yeah I had that exact problem with mailman-2.0b2 when I was installing it
for the college. Had the same problem as you have, played with it for 
an hour, tried sym-linking wrapper from /etc/smrsh and still no joy. I
even copied my config off my own mailman server onto it and still no joy. 

Eventually went back to mailman-1.1 and it worked first time. I went
hunting in the docs for anything that I should have done differently and
found nothing.

Try mailman-1.1 and you'll prob find it'll work first time.
