[ILUG] Network card slow to start

[ILUG] Network card slow to start

I am getting a similar problem here since
I upgraded to Mandrake 7.1 from 7.0
I am using a 3Com 3C509.
When I ping the machine in question the first
ping takes arround 1500ms and the second about
900ms and all the rest 0.4 to 0.5ms.
This is not only when the machine first boots
but whenever the network card has been idle for
a while.
I don't think there is any power saving enabled
at the moment.

Another problem maybe related maybe not
is when I am booting the machine (which
has no keyboard mouse or monitor) and Linux
tries to fsck the harddisk it freezes at about
~70% and I need to connect a keyboard and hit
any key I like to get it to continue.

Anybody have any idea about these problems
are they related? or not?
And if not can anybody suggest a fix.
I could try the trick with ping that somebody
suggested to fix the network card.
But I would really like to fix the problem
with fsck.

Mark.
