You might want to have a look at the CPAN module.
Try
perldoc CPAN
This might be overkill for what you want. It configures
installation of modules vita ftp (takes a couple of
minites to configure). To start it, enter
perl -MCPAN -e -shell
When it's configured, you can then query the status of a module
using m, e.g.
m CGI
will give you details on the CGI module, and if it's installed.
