People in this country only challenge laws when they find themselves in a
court charged of something or the law has seized some property of theirs,
etc. This is because it doesn't make sense to challenge laws beforehand
(cost). The only way you can challenge a law is on constitutional grounds,
and the best time to do this is when you already have to go to court
anyway.
