AFAIK your still allowed to record TV programs using a practice called
time-shifting 

101.-(1) The making for private and domestic use of a fixation
of a broadcast or cable programme solely for the purpose of enabling
it to be viewed or listened to at another time or place shall not
infringe the copyright in the broadcast or cable programme or in any
work included in such a broadcast or cable programme.
