Yeah, it sucks.  There isn't even any decent documentation outlining
what files you need.  

Last time I needed to do this I just copied a load of libraries from
a machine with a full Oracle install, but I'm sure I have loads of
files I don't need.

You're probably going to have to download the whole lot...
