IMP is quite good. I did the online.ie IMP installation at
mail.online.ie, and know it inside out. It does most of what
you want, and there is a mockup at
http://www.redbrick.dcu.ie/~valen/mockup/
of a version with mailing list support (thanks to ezmlm) and filtering
(with some backend work done by Niall Murphy) that I'll be GPLing when I
get a chance to test it properly. It's very easy to extend yourself. I
also did a mockup of a version of it for Unison to show how it would look
for their site at http://www.redbrick.dcu.ie/~valen/unison/ - so you can
get an idea of how themeable it is.
