[ILUG] rsh help!

I have been playing around with my /etc files for a number of weeks 
and
I can't seem to get rsh working. I have a program on both server and
client called beowulf1 and if i try the following command on the 
server
I get permission denied

$rsh 157.190.66.83 beowulf1
157.190.66.83: Connection refused
Trying krb4 rsh...
157.190.66.83: Connection refused
Trying normal rsh (/usr/bin/rsh)
Permission denied
permission denied
$

has anyone got a clue as to how I can overcom this. You may also view
the relivent /etc files at
