Seriously though it wouldn't be possible
to manipulate an ascii "image" in any
automatic way. You could just do modifications
using a text editor. If you want tools to
help create ascii art then try the following:
(It's been a long time since I looked at any of
these, so sorry if the links are broken etc.)
For text->various large fonts in ascii try:
http://www.surfplaza.com/figlet/
for raster->ascii conversion progs try:
ftp://ftp.wwa.com/pub/Scarecrow/Gifscii
Note you will probably have to fiddle slightly
with the raster first and then ascii subsequently
to get an adequate result.
For ascii painting programs try:

Then ANSI art is a whole different kettle of
fish, but I presume that's of no interest?
