Hmm. I seems to me that you're not so familiar with the permissions. If
you copy the pages as root the files will saved in the dir as the owner
and group root. And Apache uses another users and groups : nobody (RH
style) or www-data (Debian style). So after puting the files under where
you want do chown -R nobody.nobody /where/you/put
If you already have done it excuse me that I assume that you're not
familiar with perms.
