Yes.  Feed the CA certificate (probably a .crt file) to Netscape from a web
server, with the content type application/x-x509-ca-cert.  Netscape will
pop up a window and walk you through the process of accepting it as a
certificate authority.

For example, you can go to <http://www.wunsch.org/scott.crt> to accept me
as a certificate authority ;-).
