http://www.kannel.org - should be what you are looking for..
Only problem with this is that, as Colm previously said, you need to sign up
to an SMS service centre which will allow you to dial in via your modem.
Eircom told me that their SMSC was open to all subscribers and even gave me
the number - but this turned out to be a lie.....
