I'd be reluctant to have to define "unsuitable for schoolkids". :-(

I'd probably start looking for a system that allowed other people
to define `unsuitable'. I don't think I'd want to try to define
it for other folks' children...

One way might be to start with "no web sites are allowed" and
gradually add domains to your list, rather than starting from
"all web sites are allowed" and eliminating some...?
