One (kinda convoluted) way might be to use pam. For example, if you put
the line ...
account required /lib/security/pam_access.so
... into /etc/pam.d/ssh and these lines (and only these lines) into
access.conf ...
+:sshd:ALL
-:ALL:ALL except localhost
...then only folk in the sshd group will be able to log in via ssh. Probably.
