Yes, it was sent to the list.

The To, Cc and Bcc headers are not used by the MTA to direct the mail
and as such do not need to be there.  Spam mail is generally sent by
connecting directly to port 25 on an SMTP server, and the addresses
are specified in the "RCPT TO" SMTP command.
