I could be evil and suggest a *BSD userland ppp solution:

ppp -auto <provider>

but I won't.

Diald served me well when I used it, apart from a few funnies with it
dialing out because windows was doing something strange every 10 mins.

If you're worried about cost, keep an eye on it for the first few weeks to
see what it does. A 200 pound (weight) phone bill can be an eye-opener...

(I actually wrote 3 sh scripts to bring the connection up and down from a
web server... nothing spectacular, but they work...)
