[ILUG] syslogd failed

Problem with syslogd:
I have read the letters in your archives regarding syslogd failure.
 

1.) /etc/services does contain the line 

-syslog          514/udp

2.) i get the following messages on starting up syslog :
[root at viraq init.d]# syslog  restart
Shutting down kernel logger: [  OK  ]
Shutting down system logger: [  OK  ]
Starting system logger: [FAILED]
Starting kernel logger: [  OK  ]
[root at viraq init.d]# 
Messages are not written to /var/log/messages

3.) debug messgaes from syslogd :
[root at viraq init.d]# /sbin/syslogd  -d
listening on syslog UDP port.
Allocated parts table for 1024 file descriptors.
Starting.
Called init.
Called allocate_log, nlogs = -1.
cfline(*.info;mail.none;authpriv.none                  
/var/log/messages)
