[ILUG] Magic Quotes GPC

Does anybody know what the hell the above is?
I'm trying to install some message board software,
available from www.neoboard.net. Its done in php with a mysql
backend. it says in the INSTALL
file to turn Magic Quotes GPC off but I dont' know
what the hell it is. I've grepped through all of the files
provided and it isn't there. The only thing I can think it might
be is an environment variable or maybe a predefined php or apache
variable.
Can anybody help me with this?
Cheers
deccy.
