Zeus's Web server is very impressive, and should give you all of the
functionality you need.
It is not free though...

Subject: [ILUG] Upload to Apache

  There's some debate going on here at the minute about software
  to be used for the intranet.

  The main proposal is a piece of Windows software which has the
  fancy extra of allowing users on the intranet to upload documents
  to the server through a point-and-click interface.

  For a variety of reasons, I don't like this software, and am
  looking for a counter proposal.

  Can someone recommend software, be it a perl script, or a whole
  product, or whatever, that:

  * Allows unskilled users to upload documents
  * Runs on Linux and/or Solaris
  * Plays nice with Apache
  * Is fairly idiot proof - preferably at both ends, user and admin. :)

  Cheers,
  Drew.
