[ILUG] how to view ctlseqs.ms? - xterm control sequences

Theres a file called /usr/doc/xterm/ctlseqs.ms which
apparently hold the terminal controls sequences (changing color
among other things but how do I view it?

hoss at cookin:~$ file ctlseqs.ms 
ctlseqs.ms: troff or preprocessor input text

I messed around with troff and man and all sorts of
random things but it was still gibberish!

man groff(1) is confusing to me
