Check the Build-Depends line in the .dsc file and ensure that all of
the packages therein listed are installed at their specified minimum
versions (if any).

Be sure to start the build with fakeroot (fakeroot dpkg-buildpackage
-b -uc), otherwise the build will fail.  You could do it as root too,
but that's not recommended.
