Thanks, that worked, so I figured out that I need to install tcl8.3 and 
-dev and tk8.3 and -dev which depends on xlibs-dev which seems to be a
meta package. So I just get out the --with-tcl option and related to tcl
and tk. I then removed with-ssl option because of the version number.
Everything worked fine (yes, I've got Wmissing-prototypes and 
missing-declarations but that's normal in this case) until we 
got to the docs section. And it fails to build the things from sgml.
I installed several packages but nothing has changed. I've got the
following errors:
make[2]: *** [admin.html] Error 1
make[2]: Leaving directory '/root/postgresql-7.1release/doc/src/sgml'
make[1]: *** [admin.tar] Error 2
make[1]: Leaving directory '/root/postgresql-7.1release/doc/src'
make: *** [docs-build] Error 2

Any ideas? What to do to get rid of these and get the docs. But I can
live without docs so if you say I can remove the lines that contains
pointer to docs. Tell me, which one?
