You've a few options:
1. defrag (to create free space @ end of partition) and
use fips to split the partition.
2. use: http://www.gnu.org/software/parted/parted.html
This changes the structures in ext2/VFAT/... to resize
partitions. I.E. it's a free partition magic.
3. Use partition magic 5 if you have it.
I would go for 2.
