Is thre a tool which I can use to manage the bandwith ? I mean there's a
2MB leased line and there will be a client who wants to use it but we only
want to give him 256s/kb ? Let's say :

linux box |
|-----------2MB (-256KB/sec maximum)
----------|
||clients line (max 256 KB/sec) |--------------|
|-------------------------------| another box |
|--------------|
I doesn't stick to linux I would use *BSD happily if there is a a tool for
it or Solaris at last. Best solution would be a GPL/BSD license programm
but any other solution is welcome.
