The problem here is when a beginner does hit one of the control
keys. In an editor that you are going to hand to a beginner you
are looking for simple to use as well as hard to mess up or
get lost in.
You would have to look at disabling lots in that .emacs file
as well.

What is your full list of requirements, so far I have seen:
1) Easy to use (notepad or simpler)
2) Syntax Highlighting
3) Does not rely on X
