The routing of international calls affects wheter you get CLI or not.
Not all common carriers recieve CLI/propogate the CLI.

I will get shot for saying this but I use ibm.nets dialup service
which gives me a 1800 dilaup in the US and has pops all over the
world. (BTW The use of the 1800 incurs a few but it is usually a
lot lower than hotel call charges).
