The psuedo-device is only there to act like a buffer for packets that
are trying to get to the internet. Your rules should reference the ip
address what ppp0 gets. I don't think you can reference the device it's
self though I could be wrong.

PPPd has the option to do demand dialing. There is a simple tutorial on
that at http://www.nic.com/~cannon/Linux/index.htm#dod

I couldn't get diald to work properly on a 2.4 kernel so I switched to
PPPd doing the demand dialing for my box.
