GTK has perl bindings, in fact most of Mandrakes install and config system
is Perl and GTK. GTK has been ported to win32 but it's a bit flaky. I got
the impression a while ago that win32 would be officially in GTK 1.4 so
hopefully the perl bindings will work cross platform.

There's also WXWindows but I'm not sure if that has Perl bindings. It's very
cross-platform.
