It's way eviler than that. They connect to a willing MTA, they transmit
the evil data of the email once, but they specify lots and lots of
recipients in the RCPT TO: SMTP command, so it cost them much less per
user to send than it costs each victim to receive even if they're paying
exactly the same for their bandwidth.
