edit your squid.conf and search for:

#       acl aclname port     80 70 21 ...
#       acl aclname port     0-1024 ...         # ranges allowed

You can just add 88 to the Safe_ports acl
to allow access to all domains, or to be specific do:

acl Adlnet_webboard_port port 88
acl Adlnet_webboard dstdomain adlnet.org
http_access allow Adlnet_webboard_port Adlnet_webboard
