I'll say nothing about the relative merits of FSF-emacs and Xemacs,
but iso-transl.el is the file that provides this functionality in
FSF-emacs.
It *may* not work in Xemacs, but it's worth a try. I'll put it up
on <http://wivenhoe.staff8.ul.ie/~brendan/iso-transl.el>
temporarily, in case you want to try.
