Is that not more a problem with the package, than the packager ? True,
RPM doesn't have a "ignore attempts to replace config files", but it's
there in the case that applications change their config file syntax.
What's supposed to happen (according to the RPM specs) is that you are
supposed to run a post-install script that'll migrate the config file.
