what you are talking resembles a type of vr skin??
if so, already there are skins for win95 and win98.
the people that are behind NeXTStep have a skin
for windows, there are around ten others i know of
aswell.
one problem is, the skins are fairly sucky and give
you limited use of your desktop. also, they all cost
about £30-£40 (afair).
if something decent was ever developed for a M$
product i can tell you know that the average user
would have to pay through the nose for it.
IMHO the best use for the (cr)A(p)ctive Desktop that was
stapled to windows would be a well designed flash
interface written by a hacker (or someone with advanced
understanding of computers & flash).
