[ILUG] Bandwdth restricting/sharing

Hi,

Is there any way with linux or any other gateway/firewall to share a leased
line between a few networks so
that any given network would be gauranteed a certain amount of the bandwidth
but if it was not been utilised
at any given moment that the other network could use it? An example would be
a few companies in a building
sharing a leased line.

Thanks.
