then Ocean should be on INEX.

What is being proposed is that the Big long-haul carriers should peer
at a national exchange to cover for national ISPs not peering
properly. And that is silly.

Notice /national isp/, ie i wholeheartedly agree anyone offering
bandwidth in ireland to end-customers (non-ISPs), should be peering
their own irish traffic within ireland and peering their irish
exchange with INEX.

So if UUNet, or whoever, is selling 'internet connections' to irish
businesses then yes they should peer at INEX.

But for cases like big global corporations MS, well they're big
enough to look after themselves. If they only buy from FooNet, then
they can take it up with FooNet.
