Absolutely... but as the network will probably be pulled apart and
integrated into the Esat group of patchwork ISPs it's probably not 
an issue long term.

Of course, UUnet being in INEX solves that for all the UUnet connected
ISPs..

Nearly - What has been said is that 'ISPs operating in a market should
peer with the key exchanges for that market, irrespective of the size
of the ISP'

Yup.. and in the case of Microsoft, they took it up, and UUnet prolly
gave them the same answer that they've been giving customers for years.
Which (as I recall) is : "We are INEX"... NO!!! not that one... 
It's 'we are about to join INEX, honest'

They even had it on their WWW site at one stage that they were members of
INEX (again - as I recall).
