Sometimes it can be down to the connector wiring on the modem's socket.
I've seen cases where only two wires connected will allow the modem to
function normally. If you use a standard four wire connection, then the
modem refuses to operate and will not detect any dial tone. It seems
that some modems (rare ones) do not like the termination or have some
weird termination on the other two lines. Try using the essential pair
and leave the other two wires unconnected.

That ISDN TA that was braindead seems to have started working again -
*after* I ordered the USB TA. :-)
