I spoke to tech support on Thursday last and they said they'd look into it.
As of this morning the nasty packets have stopped so pppd quietly drops the
link when everyone goes home .... ahhhh.

I expect I'll get a call later today saying that everything is sorted, but
for now: thanks to all @indigo and everyone @ilug who offered their support.
