If I understand correctly, the $1 and $2 aren't being passed to a shell,
they're being passed to an ftp shell (which is a bit different). As I
see it $test will work fine, at least it does for me...
ftp -n remotehost < ftptest.ftp
My script (ftptest.ftp):
######## start script ##############
user uname password
macdef test
lcd $1
!pwd
cd $2
pwd
$test /usr/local/src /usr/src/linux
######### end script ###############
