I don't think it is...

ipf doesn't have a free license, whether it be for the beta version, or
for the full version (unless OpenBSD organise an agreement with Darren,
and that doesn't cover other people), so it clashes with the stated aims
of the OpenBSD project, in that it's not free to do anything with...

so, you can still use ipf on OpenBSD, but you can't modify it in _any_ way
unless you have an agreement with Darren.

At least, that's how I understand it..
