The connectkey site (http://www.connectkey.com) uses something like
this.It is PHP based though. The site is a bit of a ghosttown now as it
was set up by people who did not understand what it takes to generate
and drive an online community which was sad considering the effort that
went into it. The software behind it is TWIG (from
http://screwdriver.net). It may have improved and the connectkey site
may be using an old version but I think it is not that good.
Perhaps having a look at OpenACS (Postgres/TCL) may be worth it if you
want to do a proper job.
