I think the steps you should be following (assuming Redhat):
1. find out how to create .rpm files
2. grab all the stuff that would make your distro different that redhat
don't ship and fiddle about with them until you have produced a bunch of
pakcages that install seamlessly on top of Redhat
3. write your extra stuff and package that up too
4. get loads of people using your packages (this is gonna be way easier than
getting them to use your distro)
5. when this is hugely successful, you can think about doing a Mandrake and
releasing your own customised version of Redhat.
Number 5 is the last step, not the first,
