The idea of ISDN(L1) and ADSL is that they can be used
over the existing PSTN local loop. ISDN can use any
existing copper quality/loop length, however there are
constraints on ADSL as it is much higher frequency.
Note I understand the copper quality in the local loop
in Ireland is very bad due to penny pinching years ago.
