[ILUG] What does 'Changing network settings' mean in simplest of all cases?

After changing the contents of the previously specified files to the
settings specificly correct for your network, if you run

/etc/rc.d/init.d/network restart

That will make the alterations to those files active WITHOUT requiring
a reboot of your machine.

You can change the settings again in those files as many times as you
wish, but the changes will only activate after you restart networking.

A reboot is essentially doing the same process of shutting down and then
starting the network service. 

That answers your exact question... please dont criticise us... we're doing

    I do not wish to hurt anyone, but I was a bit dis-appointed at the kind
of response that I got from ILUG members. All I asked was 'How can I change
network settings like IP/ netmask under RHL 7.2, without rebooting the
system after making the changes. This is because Linuxconf does not work
properly. And so does /etc/init.d/network restart. New IP/netmask is applied
only when I reboot the system'.
    But I got a lot of vague answers. Some asked 'What exactly do you mean.
What are you trying to change ?'
    I ask 'What does "changing network settings" mean in simplest of all
cases?'
